In 1999, the Operator Qualification (OQ) final rule was issued, enhancing training requirements for pipeline operators. The rule, adopted under Subpart N in 49 CFR Part 192 and Subpart G in 49 CFR Part 195, requires pipeline operators to document that certain employees have been adequately trained to recognize and react to abnormal operating conditions that may occur while performing specific tasks.

In complying with this rule, many pipeline operators choose to partner with a third-party compliance company, such as Veriforce, NCCER, OQSG, or ITS, that will verify contractor qualifications on their behalf.

As a result, contractors must enlist the services of an Authorized Evaluator who can properly evaluate their employees and establish that they are adequately trained and qualified to perform specific tasks on or near the operator’s facilities.
